Port of Los Angeles New Clean Truck Concession Agreements Required by September 30

The Concession Program, as a central element of the Clean Truck Program (CTP), establishes a contractual relationship between the Port of Los Angeles (POLA) and Licensed Motor Carriers (LMCs) providing trucking drayage services.

As of August 2021, POLA has concession agreements with almost 1,200 domestic carriers. All current 2014-2021 Clean Truck Concession Agreements are set to expire on Thursday, September 30, 2021, regardless of when a Licensed Motor Carrier (LMC) applied.

All LMCs must apply for a new 2021-2026 Clean Truck Concession Agreement to continue to operate at the Port of Los Angeles.

Domestic carriers who fail to submit a new Concession Agreement will not be allowed access to Port of Los Angeles cargo terminals after September 30, 2021.

CLEAN TRUCK PROGRAM

Part of the San Pedro Bay Ports Clean Air Action Plan, the Clean Truck Program requires all drayage trucks entering port terminals to comply with the state law regulating Drayage Trucks and  provisions of the Port of Los Angeles Tariff Section 20: Clean Air Action Plan – General Rules & Regulations.

Can the 2021-26 Concession Agreement fee be waived?

The 2021-26 Concession Agreement is waived only for zero-emission trucks that meet the definition of zero-emission trucks within the California Air Resources Board Zero-Emission Powertrain Certification Regulation. Zero-emission trucks must be verified in person by Terminal Access Center (TAC) staff before the annual truck fee can be waived.
