Ports of Los Angeles and Long Beach Announce Holiday Traffic Mitigation Fee

On November 10, 2021, under the West Coast Marine Terminal Operator Agreement (WCMTOA), the Ports of Los Angeles and Long Beach announced a temporary increase to the Traffic Mitigation Fee (TMF) in order to incentivize the use of marine terminal gates during off-peak hours and address issues of congestion, air quality and security.

Starting December 1, 2021 through January 31, 2022, non-exempt international containers moved Monday through Friday between the hours of 7:00 AM and 5:59 PM will be charged a TMF of $78.23 per TEU (twenty-foot equivalent unit) or $156.46 for all other sizes of container.

The new directive is a part of the Biden-Harris Supply Chain Disruption Task Force’s effort to relieve congestion plaguing both terminals and expand the use of warehousing and distribution for inbound holiday goods.  The action is still subject to regulatory clearance by the Federal Maritime Commission (FMC).

Containers exempt from the TMF:

  • Empty containers;
  • Import cargo or export cargo that transits the Alameda Corridor in a container and is subject to a fee imposed by the Alameda Corridor Transportation Authority;
  • Domestic and transshipment cargo;
  • Loaded container moves through the terminals from 6:00 p.m. through 6:59 a.m. Monday through Saturday and all day (24 hours) on Saturdays, Sundays, and holidays;
  • Empty chassis;
  • Bobtail trucks.

There will be no changes to the appointment systems operated by the terminals.
