Harmonized Tariff Schedule (HTS) Changes Effective Jan. 1, 2023

The 2023 Basic Edition of the HTS, which was released by the International Trade Commission (ITC), includes changes that went into effect on January 1, 2023.

The Harmonized Tariff Schedule (HTS) is a standardized system for classifying goods in international trade. It is used by Customs authorities around the world to assess tariffs and other taxes on imported and exported goods.

The new HTS includes the removal of Burkina Faso from the African Growth and Opportunity Act (AGOA), which is a U.S. trade preference program that promotes economic development in eligible sub-Saharan African countries.

The HTS also includes a variety of changes at the 10-digit level, including new provisions for organic fruits and vegetables, plywood of tropical wood, and face masks, as well as new tariff breakouts for used vehicles and pillows.

The ITC, in conjunction with the Census Bureau and the U.S. Customs and Border Protection (CBP), makes changes to the HTS through the 484(f) committee. This committee has the authority to make changes at the 10-digit level that do not affect tariff rates.
