NEW U.S. RECIPROCAL TARIFF RATES BEGIN IN AUGUST

UPDATE: The following article was updated to include additional trade partner rates announced by the White House via social media on July 9, 2025.

EXECUTIVE ORDER EXTENDS RECIPROCAL TARIFF PAUSE THROUGH AUGUST 1

On July 7, 2025, the White House issued an executive order extending the temporary suspension of elevated reciprocal tariffs until 12:01 AM EDT on August 1, 2025. This maintains a flat 10% ad valorem duty for all Annex 1 trading partners, except the People’s Republic of China, where a separate suspension remains unchanged, on imports entered or withdrawn for consumption between July 9 and August 1.

SCOPE OF MODIFIED RECIPROCAL TARIFF RATES

The amended tariff schedule preserves reduced duties for many trading partners. This includes major exporters such as Japan, South Korea, Thailand, Indonesia and Malaysia as well as smaller countries. Sector-specific tariffs on autos and auto parts and steel and aluminum continue to apply independently of this order.

GUIDELINES AND IMPLEMENTATION REQUIREMENTS ARE EXPECTED SOON

Aside from the executive order itself, no formal implementation strategies or regulatory guidance have yet been published. The U.S. Customs and Border Protection, the International Trade Commission, and other relevant agencies are expected to issue detailed rules and notices in the Federal Register in the coming weeks to operationalize these tariff modifications.

BRICS-ALIGNMENT TARIFF

A White House social media announcement on July 6, 2025, stated that any country adopting BRICS positions would face an additional 10% tariff on its exports, with no exceptions. There is currently no Federal Register nor U.S. Customs and Border Protection guidance for the implementation and application of this tariff.

U.S. NOTIFICATION TO TRADING PARTNERS

Standardized letters shared by the White House two days before the initial pause expired inform each partner of the tariff percentage their exports will face beginning August 1. The correspondence clarifies that any retaliatory measures by a partner nation will trigger the addition of higher reciprocal duties, reinforcing the link between market access and tariff alignment.

Each letter outlines the opportunity for trade partners to restore preferential treatment by opening their markets to U.S. goods and removing existing tariff and non-tariff barriers to U.S. imports in their markets. The White House will consider adjusting the announced rates based on progress in bilateral trade discussions and demonstrated alignment with U.S. economic and national security objectives.
