Progress for West Coast Ports, Container Dwell Fee Postponed until Nov. 29th

The Ports of Los Angeles and Long Beach announced a temporary hold on charging ocean carriers a “container dwell fee” after both terminals reported a 33% decline in aging cargo at a meeting with U.S. Port Envoy, John D. Porcari, on Monday, November 22, 2021.

The fee will be postponed through November 29th, when container dwell data will once again be reviewed. This is the second postponement of the surcharge since it was announced on October 25, 2021.

If implemented, the Ports of Los Angeles and Long Beach would charge ocean carriers an emergency surcharge of $100 per container and increasing the fee in $100 increments per container per day.

In the new policy, containers will be classified in one of two ways:

  1. For containers scheduled to move by truck, ocean carriers will be charged for every container dwelling 9 days or more
  2. For containers moving by rail, ocean carriers will be charged for every container dwelling 6 days or more

Fees collected from dwelling cargo will be re-invested by the two ports for programs designed to enhance efficiency, accelerate cargo velocity, and address congestion impacts throughout the San Pedro Bay.
