NEW PROCESS ANNOUNCED FOR SECTION 232 AUTO PARTS REQUESTS
The International Trade Administration (ITA) at the U.S. Department of Commerce recently announced guidelines allowing domestic auto parts manufacturers to add components to the 25% Section 232 tariff on imported vehicle parts. The full procedure will be published in the Federal Register, complying with the White House’s March 26, 2025 proclamation.
QUARTERLY PETITION WINDOWS FOR SECTION 232 AUTO PARTS INCLUSION
Each year, ITA will open four two-week submission windows in January, April, July, and October, beginning July 1, 2025. Within 60 days of receiving a petition, ITA will determine whether the part qualifies for Section 232 coverage and whether its import volume poses a risk to national security or undermines the tariff program’s objectives.
During each window, petitions submitted via regulations.gov will be reviewed on a rolling basis. When a window closes, non-confidential summaries of all valid petitions will be posted online for 14 days of public comment.
Every petition must include:
- Petitioner’s name and contact information
- Detailed description of the component
- Eight- or ten-digit HTSUS code proposed for inclusion
- Justification for why the item is an automotive component
- Data on U.S. production and import volumes
- Evidence showing how increased imports could threaten national security or tariff objectives
