The Department of Commerce has formally opened the January 2026 inclusions window under the Section 232 automobile parts framework established by Proclamation 10908 and the interim final rule that took effect in September 2025. The notice issued by the International Trade Administration confirms that the process is now operational for the first filing window of the 2026 calendar year, reinforcing the recurring schedule and procedural requirements already in place.
WHEN AND HOW SHOULD COMPANIES FILE SECTION 232 AUTO PARTS INCLUSION REQUESTS?
The January filing window opens on January 1, 2026, and closes at 11:59 p.m. Eastern Time on January 14, 2026. Submissions must be received within this two week period to be considered. Requests submitted outside the window will not be accepted, consistent with the quarterly filing cadence established in the interim final rule.
All automobile parts inclusion requests must be submitted electronically to [email protected]. Requests are reviewed and administered by the International Trade Administration in coordination with the Bureau of Industry and Security. Prior to submission, parties are expected to confirm that the parts at issue are not already within the scope of Section 232 automobile or automobile parts duties.
WHAT IS THE SECTION 232 INCLUSION REVIEW PROCESS?
Following the close of the filing window, accepted non confidential submissions will be posted to Regulations.gov under Docket ID ITA 2025 0039 for a two week public comment period. The Department of Commerce will then evaluate each request and issue a determination in accordance with the timelines established in the interim final rule. Approved inclusions are published in the Federal Register and take effect on the day following publication.
WHAT IMPACT DOES THIS SECTION 232 AUTO PARTS INCLUSION PROCESS HAVE ON IMPORTERS AND MANUFACTURERS?
Companies with exposure to automotive supply networks should use the January window to confirm whether any parts they import, assemble, or source could be subject to future Section 232 inclusion. Submitting duplicate requests for parts already under review is discouraged unless new, relevant information is available.
