WHAT TARIFF ACTIONS ON CHINA HAS THE WHITE HOUSE ANNOUNCED?
The White House announced on October 10, 2025, through social media, that the United States will impose a 100 percent tariff on imports from China, in addition to all existing duties already in effect.
The same statement confirmed that new export controls on critical software will take effect on November 1, 2025, or earlier depending on subsequent developments. According to the post, these actions are in response to China’s reported plan to expand export restrictions across a wide range of goods, including products containing Chinese-origin material.
WHAT DETAILS ARE KNOWN ABOUT THE NEW CHINA TARIFFS AND EXPORT CONTROLS?
The statement specified that the 100 percent tariff would apply “over and above any tariff that they are currently paying.” The export controls are expected to apply broadly to “any and all critical software.”

WHAT EXPORT CONTROLS HAS CHINA INTRODUCED?
On October 9, 2025, China’s Ministry of Commerce issued Notice 2025 No. 61, expanding export controls on rare earth-related materials used in manufacturing and technology production. The regulation introduces new licensing requirements for certain dual-use items containing Chinese-origin rare earth elements, including goods produced outside of China that incorporate these materials.
China’s Ministry of Commerce stated that the measure was introduced to safeguard “national security and national interests” under the country’s Export Control Law and related regulations.
