CBP CUSTOMS USER FEES SLATED FOR FY 2026 INCREASE

Starting October 1, 2025, U.S. Customs and Border Protection (CBP) will increase a wide range of customs user fees in line with inflation. These changes affect nearly every type of entry and conveyance, including ocean, air, rail, and truck shipments, as well as broker permits, express consignment facilities, and Merchandise Processing Fees (MPF).

For U.S. importers and customs brokers, these adjustments represent a meaningful cost shift. MPF caps will increase, arrival fees will rise, and annual prepayment amounts for trucks and railcars will be updated. Companies managing high volumes of entries or operating on annual permits should assess the impact now to account for higher compliance and transactional costs in 2026.

FISCAL YEAR 2026 CUSTOMS FEE INCREASES

CBP is adjusting all customs Consolidated Omnibus Budget Reconciliation Act (COBRA) user fees as required by the Fixing America’s Surface Transportation (FAST Act).

Key changes include:

  • MPF maximum increases to $651.50 per entry
  • Commercial vessel arrival fee increases to $587.03
  • Truck arrival fee rises to $7.35 per crossing
  • Customs broker permit fee increases to $185.38
  • Annual prepayment for commercial trucks or railcars increases to $134.33

Both one-time and annual-use fees are affected. The changes apply to entries filed or conveyances arriving on or after October 1, 2025. These fee increases will affect import cost structures, particularly for high-volume shippers. Updating internal cost models, client advisories, and compliance workflows ahead of the effective date can help reduce disruption.
