The Customs Trade Partnership Against Terrorism (CTPAT), in March 2023, announced an additional Trade Compliance program benefit: Preliminary Notification of a Uyghur Forced Labor Prevention Act (UFLPA) Hold.

Preliminary Notification of a UFLPA Hold: the Trade Compliance program will provide advanced notice of a possible hold, detention, exclusion, and/or seizure of merchandise after the entry is filed for cargo arriving in the U.S. and subject to the UFLPA.

Effective May 30, 2023, the program benefit was expanded to include Withhold Release Orders (WROs) and Findings of Forced Labor. Preliminary notices will be communicated to the contacts within the CTPAT Trade Compliance account with email notifications enabled and will include entry numbers and associated lines that may be subject to hold, detention, exclusion, and/or seizure.

Preliminary notices allow the opportunity to prepare for these potential circumstances. However, any further information needed can be obtained from a licensed Customs and Border Protection (CBP) broker.
