U.S. PORTS PREPARING FOR A WAVE OF CHINESE IMPORTS

As the July 9, 2025 tariff pause comes to an end, terminals on the West Coast are gearing up for a higher number of vessel calls from China. Yard planners are shifting container stacks and chassis pools to make room. Unless additional blank sailings are added, space may become tighter through mid-month.

PORT OF NEW YORK CONGESTION BACK TO NORMAL LEVELS

After a period of added fees and staffing delays, New York terminals report that truck turn times and gate flows are back in line with typical seasonal volumes. Ongoing equipment moves between terminals are helping maintain smooth operations. Some carriers report a reinstatement of their import dwell fees.

MEXICO: LABOR SHORTAGE SLOWS MANZANILLO TERMINALS

Staff gaps at Manzanillo have stretched vessel waits to four days. Some ships are rerouting to Lázaro Cárdenas, where yard density and gate queues are rising. Local operators are fast-tracking hiring and training to bring turn times back to standard.

CANADA: DHL EXPRESS STRIKE ENDS; U.S.-CANADA TALKS PICK UP

DHL resumed its express operations on June 30, and parcel volumes through Toronto, Vancouver, and Montreal are being cleared from backlog. U.S. and Canadian negotiators have resumed trade discussions, aiming to harmonize cross-border procedures and reduce delays.

U.S.-UK TARIFF-RATE QUOTAS IN EFFECT FOR VEHICLES, PARTS, AND AIRCRAFT

On June 30, 2025, the U.S.-UK Economic Prosperity Deal tariff rate quotas went into effect.

Importers must now:

  • File under HTSUS 9903.94.32 for eligible auto parts and HTSUS 9903.96.01 for aircraft products
  • Track quarterly quota balances to avoid overfills
  • Use foreign-status entries for FTZ admissions when parts do not qualify for domestic status

These steps ensure smooth customs processing under the new quota and non-stacking rules.
