As originally reported on December 23, 2020, the U.S. Department of Commerce (Commerce) published a final rule in the Federal announced the adoption of the Aluminum Import Monitoring and Analysis (AIM) system requiring importers, customs brokers (or their agents) to apply for and obtain an import license for each entry of certain aluminum products into the United States.
On January 20, 2021, the U.S. Department of Commerce (Commerce) issued a notice delaying the effective date of the final rule, entitled “Aluminum Import Monitoring and Analysis System,” from January 25, 2021 to March 29, 2021 in order to allow the incoming Administration time to review the final rule and consider any additional comments before implementation.
This delay means that licenses will no longer be required for covered aluminum product imports beginning on January 25, 2021, as was previously stated in the final rule.
Unless otherwise announced, the final rule will go into effect, and licenses will be required, beginning on March 29, 2021.
The AIM system website continues to be operational and will provide further guidance on licenses already issued and the issuance of new licenses during the intervening period prior to March 29, 2021.
