Import Control System 2 Rule Takes Effect March 1, 2023

IMPORT CONTROL SYSTEM 2 (ICS2)

The European Union is implementing a new customs pre-arrival security and safety program, underpinned by a large-scale advanced cargo information system – Import Control System 2 (ICS2). The program is one of the main contributors towards establishing an integrated EU approach to reinforce customs risk management.

WHAT IS THE NEW ICS2 RULE?

Additional data elements are now required on air export shipments to or via the EU, Switzerland, the UK, and Norway. In line with Import Control System 2 (ICS2) reporting requirements, Airlines must file house-level information as of March 1, 2023, before the cargo is loaded on the flight to or via the EU, Switzerland, UK, and Norway.

ICS2 introduces more efficient and effective EU customs security and safety capabilities to ensure the security of its citizens and single market.

ICS2 filing requires:
The 6-digit Harmonized System (HS) Commodity Codes for the goods.

The EORI (Economic Operator Registration and Identification) organization registration code for Consignees based in the EU, Switzerland, Great Britain, and Norway. Applies to Consignees on the HAWB and MAWB.

WHAT IS AN EORI NUMBER?

An Economic Operators Registration and Identification (EORI) number is a unique identification number assigned by a customs authority to an economic operator or another person to track and register customs information in the EU.

In other words, persons planning to import or export goods into or from the customs territory of the EU or to carry out other customs-related activities, e.g., apply for a customs decision, should have the EORI number to be identified by customs authorities for the purposes mentioned above.

An EORI number consists of letter and digit parts:

  • Letters identify the issuing Member State country code
  • Digits indicate a unique code or number used in this Member State
