PierPass Announces 1.9 Percent Increase to TMF

According to The West Coast MTO Agreement (WCMTAO), beginning August 1, 2019, the Traffic Mitigation Fee (TMF) at the Ports of Los Angeles and Long Beach will increase from $31.52/TEU and $63.04/FEU to $32.12/TEU and $64.24/FEU.

The TMF, implemented through PierPass, helps terminal operators with the cost of providing essential extended gate services that help in reducing logistics-related traffic congestion and air pollution.

PierPass is a non-profit organization created by the marine terminal operators at the Port of Los Angeles and Long Beach to address collective operational concerns such as road congestion, air quality, and security. The OffPeak program, launched by PierPass in 2005, created additional evening and weekend shifts to encourage appointment scheduling and mitigate gate traffic.

With labor being the single largest cost of operating extended services, the 1.9 percent adjustment is needed to offset increases to longshore wages and assessment rates that took effect on June 29th.

AUGUST 1, 2019 TMF

  • $32.12 per TEU (twenty-foot equivalent unit)
  • $64.24 per forty-foot equivalent container

EXEMPT FROM THE TMF

  • empty containers;
  • import/export cargo that transits the Alameda Corridor in a container and is subject to a fee imposed by the Alameda Corridor Transportation Authority;
  • rail intermodal;
  • transshipment cargo;
  • empty chassis; and
  • bobtail trucks.

Cargo growth in the early 2000s through the Ports of Los Angeles and Long Beach created congestion on the roadways and freeways surrounding the ports. To address the congestion issues, the container terminal operators in the ports formed the West Coast MTO Agreement (WCMTOA) in 2004. Since their formation, the WCMTOA members have launched a number of programs to reduce congestion and pollution and increase security, the most notable program being the OffPeak program managed by PierPass.
