Texas Governor Exempts Hours of Service for Drivers at Port of Houston

On August 6th, the Governor of Texas, Greg Abbot, signed a proclamation exempting truckers from hours of service regulations (FMSCR Part 395, Title 49) for drivers servicing the Port of Houston, declaring a regional emergency.

As reported last week, the Port of Houston was impacted by technical issues for several days causing a major backlog of intermodal containers, port congestion and “economic hardship.”

The Port of Houston released a modified schedule to accommodate the temporary exemption:

GATE HOURS:
  • Mon-Fri (8/9 – 8/13): 7AM – 11PM (ingate closes at 10)
  • Saturday (8/14): TBD – we will evaluate early this week
GATE EXTENSIONS:
  • Reefer services for 8/9 – 8/13:
    • Barbours Cut – ZIM, CMA, Cosco, Hapag Lloyd, LPU
    • Bayport – CMA, Cosco
  • Empty Yards inside of the terminals WILL match gate hours
  • Port Houston Customer Service WILL be available
  • Swings for OOG and Reefers WILL be available

Shippers are advised to monitor vessel receiving windows for ETAs and assist with timely pick-up of inbound cargo.
