USTR Releases New Exclusions for Section 301 List 3, May 4

The Office of the U.S. Trade Representative (USTR) has released the latest group of product exclusions for List 3 Section 301 goods from China. The exclusions cover 144 specially prepared product descriptions and two 10-digit HTS subheadings.

New exclusions cover food products, pigments, flooring and coverings, backpacks, kitchen goods, sinks, printable glitter paper, rail parts, tools, machinery and parts, wires and cables, automotive parts, furniture, LED lighting and more.

USTR FULL LIST: Exclusions Granted May 4, 2020

The new list of product exclusions will apply retroactively to Sept. 24, 2018, the original date List 3 tariffs took effect, and will remain in effect until Aug. 7, 2020.

ANY IMPORTER MAY APPLY FOR REFUNDS REGARDLESS OF WHETHER THEY FILED AN EXCLUSION REQUEST. EXCLUSION SCOPE IS DEFINED BY PRODUCT, NOT BY INDIVIDUAL FILING.
