IEEPA TARIFFS NO LONGER COLLECTED ON U.S. FTZ ENTRIES, NAFTZ SAYS

NAFTZ says CBP stopped collecting IEEPA tariffs on U.S. FTZ entry summaries as of March 4, 2026, though filing outcomes may still vary for some Type 06 entries.

NAFTZ NOTIFIES MEMBERS OF FTZ TARIFF CHANGE

In an update shared to members on Friday, March 6, 2026, the National Association of Foreign-Trade Zones (NAFTZ) said U.S. Customs and Border Protection (CBP) had stopped collecting tariffs imposed under the International Emergency Economic Powers Act (IEEPA) on U.S. Foreign-Trade Zone entry summaries.

NAFTZ said Administration officials informed the association that the change took effect at 7:00 p.m. Eastern on March 4, 2026.

NAFTZ ADVOCATED FOR COLLECTIONS TO STOP

NAFTZ said it raised the issue with CBP and other Administration offices after learning that U.S. FTZs were still being required to report IEEPA tariffs on entry summaries, despite an Executive Order directing that collection stop. According to the announcement, the association worked with officials to help prevent Type 06 entries from being rejected when those tariffs were omitted.

NAFTZ tied the development to the U.S. Supreme Court’s February 20, 2026 ruling and said it will continue advocating for consistent implementation of that decision across the FTZ community. The association said its goal is to help ensure FTZ operators and users are not required to pay tariffs that have been ruled unlawful.

NO FORMAL CBP NOTICE ISSUED AS FILING OUTCOMES STILL VARY

NAFTZ said CBP has not issued a formal public notice and that the association was told CBP does not intend to publish one. At the same time, NAFTZ reported mixed member experiences, with some Type 06 entry summaries being accepted without IEEPA tariffs and others being rejected. The association said it is reviewing those filing patterns and outcomes to better understand how CBP intends to handle these filings going forward.

The NAFTZ announcement also stated that the decision to stop collecting IEEPA tariffs on U.S. FTZ goods was vetted with the White House and reflects the Administration’s intent to implement the change. That detail suggests the operational shift is not isolated, even though formal written guidance from CBP has not followed.
