The U.S. Court of International Trade received an updated status report on March 19, 2026, confirming continued progress on U.S. Customs and Border Protection’s (CBP) automated IEEPA tariff refund system, CAPE. The latest declaration reflects incremental advancement across all four system components, with overall development now ranging from 45% to 80% complete. This update builds on the March 12, 2026, filing and reinforces that CBP remains on track with a phased development approach while shifting increased focus toward system testing and validation.
WHAT HAS CHANGED SINCE THE MARCH 12 CAPE UPDATE?
Most notably, CBP has begun active testing across multiple components as development matures. The Claim Portal has reached 73% completion and is undergoing functionality testing. Meanwhile, Mass Processing has advanced to 45% completion, with new validation controls and event history tracking now under development. The Review and Liquidation module remains the most mature at 80% and has entered testing, while the Refund component has progressed to 63% with ongoing validation of refund consolidation functionality. CBP indicated that testing will expand in the coming weeks as remaining development milestones are completed, signaling a transition from the build phase to system readiness.
