PORT HOUSTON IMPOSES SUSTAINED IMPORT DWELL FEES
Effective December 1, 2022, Port Houston will begin charging sustained import dwell fees on containers to ease port congestion. Loaded import containers on the terminal beginning December 1, 2022, and thereafter are subject to the sustained import dwell fee. Beneficial Cargo Owners (BCO) are responsible for this charge and containers will be held until all terminal fees are paid.
Port Houston will begin charging a $45 per unit per day tariff on containers on the eighth day following free time – as defined in Tariff No. 15 Subrule 095 and Tariff No. 14 Subrule 093 (Free Time). The sustained import dwell fee will be assessed in addition to the demurrage charges for loaded import containers.
EXCESSIVE IMPORT DWELL FEES
Port Houston is also considering an excessive import dwell fee to promote container movement. Port Houston’s Executive Director may impose this fee after a 30-day public notice and it would remain in effect for a minimum of 60-days. This fee would apply to all loaded import containers on site on the effective date and thereafter.
If enacted, the excessive import dwell fee schedule will accrue after free time expiration:
- $50 per unit per day: 1 – 3 days after
- $75 per unit per day: 4 – 7 days after
- $100 per unit per day – 8 – 13 days after
- $150 per unit per day – 14 or more days after
The excessive import dwell fee will be in addition to the demurrage charges for loaded import containers and will be the responsibility of the BCO. Sustained import dwell fees will not apply during the period that the excessive import dwell fee is in effect.
