Trans-Pacific capacity conditions remain tight during Week 21 as elevated shipping demand, blank sailings, and vessel allocation changes continue pressuring U.S.-bound services.

FUEL SUPPLY PRESSURE CONTINUES TO IMPACT OPERATIONS

Middle East-related fuel supply concerns continue impacting vessel operations across Asia. Longer refueling delays and operational disruptions are contributing to tighter effective vessel capacity and ongoing schedule pressure across regional networks. India-U.S. trade lanes remain relatively stable overall, although blank sailings continued affecting U.S. East Coast planning. Advance booking remains recommended for India-U.S. East Coast shipments as carriers continue adjusting sailing schedules and equipment positioning.

U.S. INVENTORY MOVEMENT SUPPORTS EARLIER SHIPPING ACTIVITY

Industry analysts report further declines in U.S. inventory-to-sales ratios, reflecting stronger inventory movement and replenishment activity. Analysts also noted that some importers delayed longer-term contract decisions amid continued market uncertainty, contributing to elevated short-term booking activity into June. Current booking conditions remain especially tight for U.S. East Coast and Gulf Coast services, with some China export sailings reporting bookings filled into early or mid-June.

FEDERAL CIRCUIT TEMPORARILY STAYS SECTION 122 RULING

The U.S. Court of Appeals for the Federal Circuit temporarily stayed the recent U.S. Court of International Trade ruling that invalidated the Administration’s Section 122 tariff program while the appeal process moves forward. The order temporarily preserves the current status of the tariff program pending further court review.

The original CIT ruling found that the Administration exceeded the statutory scope of Section 122 when implementing the February 2026 global import surcharge program. The appeal process remains ongoing.
